Satisfy Financial Aid Requirements
You will receive an email verifying that we have received your FAFSA within two weeks. Once you receive this email, log into your Financial Aid Dashboard in WebRunner to check for outstanding requirements.
You must have all of your financial aid requirements submitted to us by the priority deadline for the term to ensure processing and on-time delivery of financial aid by tuition due dates. Requirements submitted after the term's priority deadline will still be accepted; however, aid may not be completed by the tuition due date.
Step 3
Review and Act on Financial Aid Offer
When your financial aid offer is ready, you will receive an "Offer Notification" to view your award in your Financial Aid Dashboard in WebRunner. The offer is based on full-time enrollment, and you can accept or decline. If you are a first-time loan borrower, you will have additional steps at StudentAid.

Priority Deadlines
What is a Priority Deadline? In order for your financial aid award to be processed and reviewed by our office, you will need to have all of your required documentation in by the posted priority deadline for the term. If you miss the priority deadline, we will still process your file, but you will be responsible to cover your own expenses (living and educational) until we are able to do so.
The following dates do not apply to professional judgment requests. You will need to submit this request while you are still enrolled. Our office will need adequate processing time to process your request so we encourage you to submit your professional judgment request as soon as you know you will need one.

Definitions
If your financial aid exceeds your student account balance, you may be eligible to use your aid to pay for books or supplies during this time. To be eligible, you must complete all financial aid steps. For example:
- Documents submitted
- Completed loan acceptance in WebRunner (if applicable)
- Completed entrance counseling and master promissory note (if applicable)
You must also register for the number of credits required for your funding (i.e., a minimum of half-time enrollment is required for Direct Loans). Credit balance amounts will vary by student and depend on your aid eligibility.
If you meet these requirements, you may purchase books or supplies through the Campus Store during this time.
This is the last day to add a class for financial aid or drop classes and still receive a tuition refund for 11-week courses. Short-term classes must be dropped earlier, and the dates vary.
The census date is the point at which enrollment is locked for financial aid purposes. Each term, the census is taken at the end of the last day a student can drop classes for a full refund. Our census date is the Monday of the second week of each term, unless Monday is a holiday and then the census date will move to the Tuesday of the second week of the term. Financial aid is based on the degree-eligible credits you are registered for at midnight on the census date.
Students who are eligible for financial aid will have their aid disbursed on this date. This process will continue weekly thereafter for the remainder of the term. Federal regulations allow three business days to complete this process. Financial aid refunds are created by the Business Office, and it has up to 14 days to issue the refund once a credit has occurred on the student's account.
If all of your classes begin in the second five-week session of the term, financial aid disbursement will be after those classes have begun and instructors have verified attendance. Disbursement dates may vary. If you do not begin attendance in a second five-week course, your aid may need to be revised, and you could owe money back to the college.
Students who have never had a federal student loan before, or do not currently have a federal loan balance, will have a delay on their first loan disbursement. Loans will be disbursed 30 days after the start of the first term in school.
If you have a one-term-only loan, the second disbursement will be disbursed on this date. For one-term-only loans, the funds are divided in half and released in two disbursements; the second disbursement will be on or after the midpoint of the term. This also applies to one-term-only PLUS loans.
What are federal Title IV funds?
Title IV funds are federal student aid funds from federal student aid programs administered by the U.S. Department of Education. The U.S. Department of Education regulations only allow schools to use federal student aid to pay for current academic year institutional charges unless you have granted permission to apply these funds to non-allowable charges as well.
Title IV funds include:
- Direct Subsidized/Unsubsidized Loans
- Direct PLUS Loans
- Federal Pell Grants
- Federal Supplemental Educational Opportunity Grants (SEOG)
How are Title IV funds applied to my account?
The U.S. Department of Education requires that Title IV funds be applied to specific allowable charges. Allowable charges include tuition and mandatory fees. If your Title IV funds exceeds the total of these qualifying charges, LBCC must refund that excess to you unless you give permission to do otherwise. Late payment fees that are assessed to your account are not considered allowable charges, even if you consent to apply your Title IV funding to this specific charge.
Allowable charges:
- Tuition
- Mandatory fees (student fees, technology fees)
Non-allowable charges include:
- Bookstore charges
- Parking fines
- Library fines
- Late payment fees
Does the authorization need to be acknowledged each year?
Yes. The authorization remains in effect for the current academic year. You may rescind
or change your response by sending a written request to our office. We will reset
access to the authorization questions and you can provide an updated response. If
you rescind or changes your response after your Title IV fund disbursement, the new
response will only apply to future funding.
What does the authorization say?
I authorize Linn-Benton Community College to apply any Title IV excess funds toward prior award year non-allowable charges, as allowed by federal regulations. Currently, regulations allow up to $200 to be applied towards prior award year non-allowable charges.
By agreeing to the terms and conditions, I authorize Linn-Benton Community College to apply Title IV funds to any non-allowable charges on my student account for the academic year for which the funds are received. I authorize Linn-Benton Community College to return any
excess of Title IV via direct deposit or check and not hold my funding to apply to future charges that I may incur.I understand this is a voluntary authorization and is valid from the date of signing through the end of the current academic year. At any time I can cancel this authorization with the Office of Financial Aid. I further understand that I will be responsible for paying any outstanding debts if I cancel this authorization. For any outstanding balance, a financial hold will be placed on a student’s account that will prevent future course registration or transcript releases until the account is paid in full.
What if I don't grant the authorizations?
If you do not grant authorization, your federal financial aid and loans cannot be
used to pay for charges other than tuition, and fees. Any excess aid will be refunded
to you. Therefore, you may receive a refund and may simultaneously be notified of
your bill for any charges that could not be paid with your Title IV aid. Receiving a refund does not indicate that there are no pending charges on your account.
Can I see an example of the difference?
This example shows two different account situations depending on whether the student granted authorization or not, assuming the student received $3,999 in Title IV aid for that term.

You can request an update to your FAFSA based on situations that may have changed since first filing your FAFSA. These fall under two categories:
- Special Circumstances refer to the financial situations (loss of a job, etc.) that justify LBCC's financial aid office updating data elements in the cost of attendance or the expected family contribution calculations.
- Unusual Circumstances refer to the conditions that justify LBCC's financial aid office updating your dependency status based on a unique situation (e.g. human trafficking, refugee or asylee status, parental abandonment, incarceration), previously referred to as "dependency overrides."
You may request professional judgment via WebRunner:
- Select "Financial Aid," then "Financial Aid Dashboard."
- Select "Financial Aid Forms and Appeals" under "General Links."
If you have not logged into this site before, it will request a one-time account creation using your FAFSA data.
When requesting an override, you must provide supporting documentation, which will be asked for when submitting the appeal. LBCC's financial aid office will provide you with a decision as soon as possible after reviewing all requested documentation.
Financial aid administrators have the authority, through Section 480(d)(7) of the Higher Education Act, to change a student’s status from dependent to independent in cases involving unusual circumstances.
The US Department of Education has given guidance regarding situations that do or do not qualify as unusual circumstances that may merit an override. In particular, the following circumstances do not merit a dependency override, either alone or in combination:
- Parents refuse to contribute to the student’s education;
- Parents are unwilling to provide information on the application or for verification;
- Parents do not claim the student as a dependent for income tax purposes;
- Parents live away from student (out-of-state) or in a foreign country;
- Student demonstrates total self-sufficiency.
However, we acknowledge that sometimes there are additional circumstances that occur separate of or in conjunction with these circumstances (above) that do merit a dependency override. These can include:
- an abusive family environment (e.g., sexual, physical, or mental abuse or other forms of domestic violence)
- abandonment by parents
- incarceration or institutionalization of both parents
- parents lacking the physical or mental capacity to raise the child
- parents whereabouts unknown or parents cannot be located
- parents hospitalized for an extended period
- an unsuitable household (e.g., child removed from the household and placed in foster care)
- married student’s spouse dies or student gets divorced
If you do not meet the criteria above, you are considered a dependent student per the Department of Education eligibility criteria and must provide parental information on the FAFSA to be considered for all federal and state aid eligibility.
In rare cases, it may be advised for you to consider appealing for financial aid without parental information on the FAFSA. This request, if approved, results in Federal Direct Unsubsidized Loan eligibility only. Please consider this option carefully and review with a financial aid advisor if you have questions.
Who qualifies for this request?
A dependent student whose parent(s) refuse to complete the parent data on the FAFSA and whose parent(s) do not financially support them. This includes personal expenses, housing, health insurance, etc. The student must be 100% responsible for their personal, medical, and educational expenses.
What is required to be considered?
Complete the Unsubsidized Loan Request Without Parental Data on FAFSA and submit it to us (see contact information above). This includes a signed statement from your parent(s)' regarding their refusal to complete the FAFSA and that they no longer financially support you.
