TITLE: TRAFFIC AND PARKING REGULATIONS AND PROCEDURES

Purpose
The Linn-Benton Community College traffic and parking regulations are established for the protection and fair treatment of members of the college community and safety of all persons and vehicles on campus property.

Statement
These regulations shall be enforced 24 hours a day in accordance with college policy and ORS 341.300. LBCC assumes no responsibility for the care and/or protection of any privately-owned vehicle or its contents at any time while it is operated or parked on college property.

OPERATION OF VEHICLES
In addition to these regulations, all state and local laws governing movement, /, and parking of vehicles shall apply on college property. The college's Albany campus and Corvallis, Lebanon, and Sweet Home campuses are within the jurisdiction of the respective cities and are also subject to city police patrol, including citations for infractions of city, county, and state laws.

The speed limit is 15mph. Pedestrians have the right-of-way at all times.

PARKING
Parking is available in any designated, unrestricted area. Users must observe all one-way designations and shall not park on stall lines, enclosed safety islands, or crosswalks. No motor vehicle, unless specifically authorized, is allowed to operate or park on any campus sidewalk or off the main thoroughfare of LBCC.

RESTRICTED PARKING REGULATIONS

  1. Accessible Parking
    Designated reserved parking is available for individuals who qualify in accordance with ORS 487.915. Vehicles parking in designated "Accessible " areas must have a prominently displayed permanent or temporary disability permit, which may be obtained at any state Motor Vehicle Division office. Temporary permits for short- term Accessible parking at LBCC may be obtained at the Campus Public Safety Office.
    LBCC Accessible parking permits are not recognized by state and local law enforcement agencies. Persons utilizing an LBCC Accessible parking permit may be subject to fines and other actions by law enforcement officials. LBCC assumes no responsibility for the financial cost or the loss of vehicle privilege associated with actions of other law enforcement agencies.

  2. Fire Lanes
    Fire lanes have red-painted curbs. No parking is allowed in any designated Fire Lane at any time.

  3. Loading Zones
    Designated Loading Zones are clearly marked with either 15- or 30-minutes limits which are in effect all days, 7:00 a.m. until 9:00 p.m. Individuals may be issued special permits through Campus Public Safety Office for time beyond the designated limit.

  4. Curb-side
    Curb-side parking, with the exception of fire and bus lanes and areas signed as "no parking" and/or as "no drop-off/pick-up", is allowed up to 15 minutes only when the driver remains behind the wheel.

  5. Pick-up/Drop-off Zone
    A special signed area is designated for student, employee, and guest pick-up or drop-off between Parking Lot #1 and #2 on the south side of campus.
    Drivers awaiting individuals must remain with the vehicle if stopped in this area.

  6. Motorcycles
    Specially designated parking spaces are provided for motorcycles in Parking Lot #5 across from the north side of Industrial B Building.

  7. Bicycles
    Special racks are provided in front of various buildings and on the interior Courtyard side of campus for securing of bicycles. Individuals shall not chain bikes to posts, pipes, trees, etc. Violations of the regulation may warrant the issuance of an improper parking citation. Bicycles must be walked – not ridden – through interior areas and sidewalks of the main campus and Extended Learning centers.

  8. Sidewalks and Internal Passageways
    Foot traffic is the primary means of transportation within the internal passageways of the campus and Extended Learning centers. For safety purposes, individuals shall not use wheeled conveyances (other than Accessible conveyances), such as skateboards, bikes, roller skates, roller blades, scooters, etc., at any time unless authorized by LBCC authorities.

  9. Electric Vehicle Charging Stations
    Designated Electric Vehicle Charging Stations are clearly signed. Only electric vehicles that require charging are permitted to park in these designated parking locations.  Designated electric vehicle charging station parking spaces have a 4-hour maximum time limit.  Each charging station tracks the charging time which will be used for enforcement activities. Electric vehicles parked in the Electric Vehicle Charging Stations must be charging.  Overnight Extended Parking

Overnight or parking on campus for an extended period of time (e.g., 24 hours) must be reported to the Campus Public Safety Office. This will alert staff to specifically patrol the area in which overnight or extended parking is occurring.

Occupied motor vehicles (recreation vehicles, trailers, fifth-wheels, etc.) are not permitted to remain on college property overnight, i.e. camping, unless associated with sanctioned events and permitted by authorized LBCC personnel. In addition, it is not permitted to remain on college property overnight in one's car, truck, or other personal motor vehicle. Any special request for an exception to this specific portion of the administrative rule because of a unique circumstance must be made in writing, in advance, to the director of safety and loss prevention.

Motor vehicles that are found to be parked on the campus for extended periods of time for no apparent reason may be towed from the campus at the owner's expense if such action is deemed appropriate.

CITATIONS
Citations are issued to violators of campus parking regulations and violations of established standards of operation for vehicles or other wheeled conveyances when occurring on college property. Drivers on college property must follow the lawful direction of Campus Public Safety Officers, including stopping vehicles as directed verbally, through hand gestures, or by flashing lights on the patrol vehicle.

Money received from traffic and parking fines is applied to the General Fund. Payment of citations must be paid by 4:30 p.m. of the seventh working day following the date of issue to the LBCC Business Office during normal hours of operation. Failure to pay the assessed fine within seven (7) working days will result in an assessment of an additional

$10 late fee and loss of college privileges. The delinquent amount due may be turned over to outside agencies for collection.

Students failing to pay the assessed fine and related late fees will have a hold placed on their registration, official transcripts, etc.

APPEALS
Appeals may be made to the Parking Review Committee through the Campus Public Safety Office (RCH 119) or via the online form at the Public Safety website, forms page, within seven days of issuance of a citation. Appointments to appear before the committee, which meets once per academic quarter, may be made at the Public Safety Office (RCH 119) or by calling the office at 541-917-4440.

Individuals are not required to appear before the committee in person; however, an official appeal form must be completed. To prevent billing of a $10 late fee, a completed appeal form must be submitted to the Campus Public Safety Office within seven (7) working days of the issuance of a citation.

CHANGES TO REGULATIONS
LBCC reserves the right to change any of these regulations without prior notice as needed for the safety and security of the campus. Such changes will be posted prominently on the Campus Public Safety Office web pages and in the parking handouts available at the Public Safety Office, and significant changes will be communicated to students and staff through available campus media.
